Will the Government spot the most cost effective solution in the drive to reduce energy consumption at Whitehall over the next 12 months?

According to H&V News (28th July 2010) the Government has clearly stated its desire to reduce energy consumption in its own buildings by 10% in the next year click here for full article.

Minister for the Cabinet Office, Francis Maud called on departments and contractors to work together under the terms of a new energy efficiency code.

The question is, will they spot the easiest and most cost effective solution?

Richard Norman, Managing Director of Indepth Hygiene Services commented: “If all these buildings had their ductwork systems reviewed, it is likely that the condition of the air handling units and coils would be horrendous, having never been cleaned for years”.

Richard went on to say:

“If these were cleaned and low energy air filtration installed, the improvement in air flow would massively decrease the energy requirement. The Carbon Trust have identified that heating ventilation and air conditioning accounts for the majority of money spent by an organisation on energy and that cleaning fans, filters and air systems improves efficiency by up to 60%”.

Can you tell us why it is so important that ventilation systems or air conditioning as it is often referred to are properly cleaned and maintained?

On a fundamental level, the NHS constitution requires that patients are treated by an organisation that provides its services in a clean and safe environment.  Uncleaned ventilation systems not only aid the spread of common infections like fire and the common cold but, as Dr Shabha has shown, play an important role in spreading the potentially fatal HCAIs.  With more hospitals becoming ‘airtight’ ventilation systems are relied on more and more to provide clean, unpolluted air.  They can only consistently delivery this if subjected to regular, thorough professional cleaning.

In order for hospitals and healthcare establishments to reduce the level of Healthcare Associated Infections (HCAI’s) what are the key areas within their estates that they should be focussing on?

Everyone knows that the last Government threw lots of money at the NHS for a deep cleaning blitz.  However, most of this was spent on general cleaning of wards, not specialist cleaning.  Dr Ghasson Shabha of the University of Birmingham has carried out considerable work on the link between ventilation systems and the spread of HCAI (Healthcare Associated Infections).  He has shown a clear link between the temperature and humidity conditions typically found in air conditioning ductwork and the growth and spread of these infections, notably MRSA and C diff.

Energy Savings from Coil Cleaning in A/C Systems

Whilst there’s been a general acceptance that uncleaned ventilation (air conditioning) systems can spread infections in the workplace there has been virtually no appreciation in this country that uncleaned systems can also cost more to run than cleaned systems.  Things are rather different in the United States.  There, building owners and managers are not only more aware of the need to keep workplace conditions healthy and as free as possible from the spread of airborne infections like flu and the common cold but are also very aware of the cost saving benefits to be gained by keeping systems in good, clean order. General Ventilation System Cleaning – Compliance

The Workplace (Health, Safety and Welfare) Regulation 5 imposes a duty to clean ventilation systems “as appropriate”.

The Management of Health & Safety at Work Regulations 1999 imposes a duty of care on every employer to conduct a risk assessment of ventilation systems and sets out the procedures for assessing risk. (more…)
